You'll need to purchase entrance fee to access the bridge. If you just wish to take a picture, you could do it from the side walk. The other end of the bridge is blocked, so you'll have to return to the entrance point in order to continue your journey.

Pretty bridge, great way to start the self-guided tour of the Nikko World Heritage site. We visited in late December, so the beautiful backdrop of fall foliage was mostly gone. The bridge is also next to a busy road, so not quite the serene and calm visit of other sites on the tour. We did not pay to go on the bridge, and don't feel we missed much. We did catch sight of it at night, when traffic was lighter and the sky was clear, which was a lovely experience. Definitely worth visiting when going up to and returning from the rest of the tour.
